On November 16 and 17, the 28^th annual conference of National College Socialist Economic Theory and Practice Conference was held in School of Economics of Peking University. After the evaluation by experts, 115 papers were selected into this annual conference. The seminar’s originator Wei Xinghua who was the first-class honorary professor of Renmin University of China, Professor Wu Xuangong who was the former party secretary of Xiamen University, and other senior economists attended the conference. Besides, group leader of seminar steering group, former party secretary of Nanjing University Professor Hong Yinxing, executive vice president of Peking University Professor Liu Wei, dean of School of Economics of Peking university Professor Sun Qixiang, president of Central University of Finance and Economics Professor Wang Guangqian, former vice president of Nankai University Professor Pang Jinju and other more than 300 experts and scholars from more than 70 universities including more than 40 deans and department directors of School of Economics attended the conference. Professor Zhang Zheng, party secretary and deputy dean of School of Economics of Peking University presided over the opening ceremony and Professor Huang Guitian, president assistant of Peking University chaired the keynote speech in the conference.

 

Professor Hong Yinxing read out the conference’s theme in the opening ceremony: coordinate realization mechanism of overall steady growth, structural adjustment, promoting reform and benefiting people’s livelihood; establish new relationship between market and government; new urbanization and rural land system reform; innovation and development of China’s economics.

 

In the opening and welcoming speech, Professor Liu Wei pointed out that National College Socialist Economic Theory and Practice Conference was originated by Song Tao, Hu Daiguang and other senior economists from 8 universities including Peking University, Renmin University, Nankai University, Southwestern University of Finance and Economics under the advocacy of the former state education commission. The preliminary meeting was held in 1985 and its first meeting was in 1986. Ever since, the meeting topics has been based on current situation of China`s economic and social development, promoting the development and prosperity of China`s socialist cause as its own duty and devoted itself to reform and opening up, socialist market economy, structure transformation, system transition and other problems’ study. It has experienced the baptism of reform and opening up and witnessed the growth of one generation and the rise of a nation. During this period, it has made fruitful achievements because it encouraged the free airing of views and learnt widely from others’ points. Scholars devoted the strong passion and ideas for the country into excellent academic achievements. The academic thoughts summarized and accumulated in the previous meetings have made due contribution to propelling China’s socialist modernization construction, promoting the cultivation of talents in colleges and universities and scientific research and driving prosperity and development of national philosophy and social sciences.

 

 

Professor Liu Wei stressed that the major problems such as steady growth, structural adjustment, benefiting people’s livelihood, establishing new relations between market and government and promoting new urbanization and rural land system reform must be based on new historic beginning to comprehensively deepen reform and opening up and continuously strengthen road, theory and system self-confidence of socialist with Chinese characteristics. National College Socialist Economic Theory and Practice Conference was different from general forums, which was originated by senior economists and attracted a large number of economics research teams with high academic level, strong scientific research ability and firm Marxism belief. The enduring and thriving annual conference has generated strong social response. It benefits from China`s reform and opening up environment, from strong support of the Ministry of Education, from senior economists’ utmost and earnest practice, help of the related universities, and enthusiasm of researchers in economics and ardent attention of the media from all walks of life. He hoped that through our consistent efforts, we can continue to attract the latest and most creative scientific research based on the high-end academic platform and put forward the feasible theory ideas and policy suggestions to offer advice and suggestions for the socialist modernization process, and serve the general public, the party and government decision-making.

 

After the opening ceremony, Professor Wei Xinghua, Wang Guangqian, Li Xiaoxi, Jin Bei, Shi Zhengfu, Sun Qixiang, Wu Xuangong, PangJinju etc. made the keynote speeches in turn. Professor Wei Xinghua and Professor Wu Xuangong emphasized the market`s decision role in economic development; Professor Sun Qixiang discussed the relationship between market and government based on the perspective of social security. She emphasized that there is no fixed formula for the optimal combination of government and market. The relationship between government and market is not only the issue China has been discussing and solving since reform and opening up, but also the major topic discussed in various schools and theories of Western Economics. Wang Guangqian and Jin bei stated their opinions respectively in coordinating realization mechanism of steady growth, structural adjustment, promoting reform and benefiting people’s livelihood. Shi Zhengfu, Pang Jinju and Li Xiaoxi mainly discussed the problem of innovative development of China`s economics. Professor Shi Zhengfu pointed out that virtual economy’s proportion was getting bigger and bigger and it was time for economics’ reconstruction, in which the perspective of Marxist Political Economics was undoubtedly the most extensive one. Pang Jinju presented the evaluation on current situation of development of China’s economics that the status of China`s economics was still very low in the world compared to other countries. Li Xiaoxi said that China’s economics mainly had the following trends: Strengthen the interpretation ability of economic reality; Economics with more global influences; Macroeconomics emphasizes more on supply factors, especially supply of labor, capital, science and technology; Economics becomes more mathematical and technical; Nonparametric time series’ application in economics, etc.

 

 

In the afternoon of November 16^th, Professor Zhuang Zongming from Xiamen University ,Professor Jiao Fangyi from Heilongjiang University, Professor Ye Jingyi from School of Economics of Peking University, Professor Fan Fangzhi from Guizhou University of Finance and Economics, Professor Li Jianjian from Fujian Normal University and assistant professor Guo Yan from School of Economics of Peking University presided over three parallel sessions of "thought and countermeasures of China`s urbanization and land system reform", "market and government in China`s economic reform" and "transformation of China`s economic development and China`s economics" in which scholars carried on the thorough discussion regarding the subject

 

In the evening of November 16th, the conference held forum of demands of School of Economics hosted by Professor Sun Qixiang, dean of School of Economics of Peking University, in which nearly thirty deans of and universities all over the country focused on "collaborative innovation and think tank’s construction of the development of Chinese economics" to launch a discussion.

 

In the morning of November 17^th, the conference was hosted by Professor Liu Can, former vice President of Southwest University of Finance and Economics and Professor Jian Xinhua from School of Economics and Management of Wuhan University. Professor Wei Jie, Cai Jiming, Songmin and Professor Fangmin, Zhangyu, Liangqi and Fan Conglai respectively delivered a wonderful speech. In the afternoon of November 17^th, conference was hosted by Professor Lin Muxi from School of Economics of Liaoning University and Professor Tao Yitao who is vice secretary of party committee of Shenzhen University, in which Professor Ping Xinqiao, Su Jian, Shen Kunrong, Ren Baoping and Song Bingtao made a speech and interpreted the original point of view. Professor Jiao Fangyi from Heilongjiang University, Professor Ge Yang from School of Economics of Nanjing University, assistant professor Guo Yan from School of Economics of Peking University represented three sub forums respectively and concluded the research situation.

 

The closing ceremony was hosted by Professor Huang Taiyan, President of Liaoning University. In closing speech, Professor Li Xiaoxi from Beijing Normal University pointed out that this annual conference was effective despite its short time in accordance with study style and conference style of being truthful and practical, pursuit of innovation and encouraging diverse thinking. At the same time, there are several significant features: first, its scale is big, involvement scope is broad, article quality is high, discussion is deep; Second, the conference came up with many new ideas; Third, the dean forum’s successful holding put forward good advices for collaborative innovation and think-tank’s construction of universities. Professor Hong Yinxing, the representative of seminar’s leading group, expressed full affirmation and sincere gratitude for careful organization of the conference to School of Economics of Peking University. Professor Sun Qixiang, dean of School of Economics of Peking University, accepted the awarding of seminar steering group and delivered a speech. She expressed special gratitude to National College Socialist Economic Theory and Practice Conference Leading Group for hosting the 28th annual conference in Peking University so that School of Economics of Peking University had the honor to hold such conference. She used “touching, mission and persistence” to describe her feelings for the conference, hoping the annual conference can carry on for a long time as an important flourishing platform of China`s economic theory.

 

Professor Liu Wei, executive vice President of Peking University handed over the conference flag of National College Socialist Economic Theory and Practice Conference to Professor Tao Yitao, deputy party secretary of Shenzhen University. This annual conference was closed successfully and at the same time also lifted the curtain of the 29th annual conference to be held in 2015.
