Do trees grow better on certified land? Evidence from a smallholder program in Madagascar

Krisztina Kis-Katos is a professor of International Economic Policy at the University of Göttingen, where she joined in 2016. Her research lies at the intersection of applied development economics and political economy, examining how macroeconomic processes, globalization, and public policies shape labor market outcomes, firm behavior, land use change, deforestation, and conflict. A distinctive strand of her work addresses environmental economics, including the political economy of deforestation in Indonesia, the ecological consequences of oil palm expansion, forest law enforcement in the Brazilian Amazon, and the unintended environmental effects of anti-corruption strategies.
She received her doctoral degree in Economics in 2010 from the University of Freiburg and has published in leading journals such as the Journal of Development Economics, the Journal of Environmental Economics and Management, the Journal of Human Resources, and the Journal of International Economics. She serves as Chairwoman of the Standing Field Committee of Development Economics of the German Economic Association and as Chairwoman of the Scientific Advisory Board of RWI Leibniz Institute for Economic Research, and is a research fellow at IZA and RWI. Her current projects include a BMZ-DEval funded impact evaluation of a forest restoration program in Madagascar and a DFG-funded Research Training Group on Sustainable Food Systems.

This paper examines whether land rights formalization enhances the effectiveness of reforestation programs. Specifically, we ask whether securing a land certificate (i) improves tree growth on reforested plots and (ii) affects associated socio-economic outcomes. We study the Programme de Lutte Anti-Érosive (PLAE), a smallholder forest restoration initiative implemented in northern and northwestern Madagascar between 2014 and 2019. Using primary household survey data combined with geospatial data, we employ a quasi-experimental strategy that leverages variation in the presence of overlapping historical colonial and post-colonial land titles, which continue to impede land formalization today. We find that successful land certification significantly increases tree growth, both in self-reported and remotely sensed data. Certification also increases reported tree theft but has no detectable effect on perceived overall tenure security, charcoal-related income, or broader welfare outcomes. These findings highlight both the potential and the limitations of land rights formalization in weak institutional and market environments.

Sanjeev Goyal is the Arthur Pigou Professor of Economics and Fellow of Christ’s College, Cambridge. He is best known for his pioneering research on networks. His research has appeared in leading journals such as Econometrica, Journal of Political Economy, Review of Economic Studies, American Economic Review, Comparative Political Studies, Symposium on Theory of Computing (STOC), PNAS, and Management Science. He is a Fellow of the British Academy, a Fellow of the Econometric Society, a Fellow of Society for the Advancement of Economic Theory, and a Fellow of the Game Theory Society. He was the Founding Director of the Cambridge-INET Institute (renamed Janeway Institute) 2012-2014, and Chair of the Economics Faculty at Cambridge 2014-2018.

When can interventions in markets be designed to increase surplus robustly—i.e., with high probability—accounting for uncertainty due to imprecise information about economic primitives? In a setting with many strategic firms, each possessing some market power, we present conditions for such interventions to exist. The key condition, significant structure, requires large-scale complementarities among families of products. The analysis works by decomposing the incidence of interventions in terms of principal components of a Slutsky matrix. Under significant structure, a noisy signal of this matrix reveals enough about these principal components to design robust interventions. Our results demonstrate the usefulness of spectral methods for analyzing imperfectly observed strategic interactions with many agents.

讲座将梳理近年来生成式人工智能的主要发展阶段,并介绍智能体在深度研究、资产配置领域的应用。通过回顾大语言模型近年来的核心评测集演变,可以发现现阶段AI正进入价值发现时代:即相较于在评测中刷榜,寻找并解决现实世界中有意义的问题是更需关注的目标。而从更宏观层面而言,人工智能的发展经历了从解决具体问题,到通过语言训练构建“通用智能”,再到寻找直接反馈绕过语言表象的抽象层级。而在这一过程中,金融因其多元价值统一性、即时反馈机制与工具高度数字化,成为现阶段AI发展的新焦点。而深度研究与资产配置,则成为金融领域应用AI的热点领域与关键突破。讲座将概述核心原理、典型应用,并给出后续深入学习路径。

Ecosystem services are essential to economic activity, yet their social value is difficult to quantify since markets rarely internalize the externalities they generate. This paper provides causal evidence on the economic value of ecosystem services by studying bees, the primary pollinators in modern agriculture. Assembling comprehensive data on US agriculture and bee colonies, we construct a county-by-year measure of local bee services that combines variation in regional bee supply, crop-specific pollination demand, and local crop structure, and link it to revealed local economic outcomes. To address endogeneity, we develop a novel instrumental-variables strategy that exploits the mass seasonal movements of commercial bees, using machine-learning methods subject to ecological constraints to trace exogenous colony shocks across space. Our IV estimates indicate that the economic value of an additional colony is approximately $5,271, an order of magnitude larger than the observed rental price. The implied aggregate value of US bee colonies exceeds $14 billion annually, highlighting large unpriced benefits in ecosystem service provision and the potential gains from conservation and coordination policies.
