摘要:
We study the role of resource rents in explaining the distinct urbanization and structural transformation patterns, observed in many developing countries in the last few decades. We present a simple model where the effect of resource rents on urbanization and structural transformation depends on income redistribution between rural and urban areas. Combining several spatially granular data sets by geography, including global property-level mining data, global high-resolution population data layer, and the population census microdata, we empirically test the question at the city level on a global scale and estimate the causal effect of mineral price shocks of nearby mines on city outcomes. We find that on a global average, mining booms result in an increase in the urban population, and the reallocation of labor from agriculture to low-skilled services. The effects are mainly driven by African cities, consistent with the phenomenon of “Urbanization without Industrialization” in these countries. We explore several potential mechanisms. The evidence suggests that low opportunity cost due to low agricultural productivity in African countries incentivizes rural farmers to migrate in response to income shock instantiated by mining booms.

Chihyun Chang, Professor of International Trade History, Department of History, Shanghai Jiao Tong University, also Senior Research Fellow of Bristol University and Project Professor of Tokyo University, studies empires’ trade, diplomacy and finance in east Asia during the 19th and 20th centuries. His 3rd monograph project investigates Republican China's financial and monetary consolidation whilst performing China's financial obligations to foreign powers. In addition, he is also applying spatio-temporal GISystem to historical personnel studies, such as the B & C class war criminals and the maneuver of Chinese Customs' employees throughout China.
He teaches “The Introduction for Sinology & Chinese Studies” and “The History for Modern China’s Foreign Relations”. He is the author of Government, Imperialism and Nationalism in China (2013) and The Chinese Journals of Lester Knox Little: The Eyewitness of China's Revolutions and Wars (2017).

This article discusses the interconnectedness between the cosmopolitan collaboration and wartime collaborationism from 1932-1941 by exploring the Chinese Maritime Customs Service (CMCS) and its international staff. The CMCS managed to maneuver among Manchukuo, northern China, Occupied China and the Nationalist government before 1940 to fulfill their duties, and then between the Collaborationist government under Wang Jingwei and the Resistance government under Chiang Kai-shek. This article argues that both Chinese and Japanese staff members, as well as their British administrator, Frederick Maze, were wartime “collaborators” from the perspectives of Japan, Manchukuo, the Collaborationist and Chongqing governments; but all ak of Pacific Wart the three parties all tolerated administrator, Frederick Maze, d of a diplomat. parties tolerated the ambiguous attitude and activities of the CMCS until the outbreak of the Pacific War. The reason behind was that all parties benefited from such activities that had long existed before the outbreak of the War of Resistance, which created an interconnectedness among all parties that could not be dissolved by a sudden outbreak of war. This article situates wartime collaborationism in the long-existing institutions and networks that were welcomed as cosmopolitan collaboration in both prewar and postwar periods, rather than treat it as a unique wartime setup and ideology. Such a view and approach also help illuminate postwar exchange of personnel and cooperation among former enemies, which, to a significant extent, grew out of wartime collaborationism.

Sarah Miller is an associate professor at the Ross School of Business at the University of Michigan. She received a Ph.D. in Economics from the University of Illinois at Urbana-Champaign in 2012. Dr. Miller's research interests are in health economics and, in particular, the short-term and long-term effects of public policies that expand health insurance coverage. She is also a co-editor for the Journal of Public Economics. Her work has been published in the American Economic Review, the Quarterly Journal of Economics, the New England Journal of Medicine, American Economic Journal: Economic Policy, the Journal of Public Economics, and the Review of Economics and Statistics, among other journals, and has been cited in outlets such as the New York Times, Wall Street Journal, and the Economic Report of the President. In 2022, Dr. Miller was awarded the ASHEcon Medal, awarded by the American Society of Health Economists to an economist age 40 or under who has made the most significant contributions to the field of health economics.

Previous research suggests that early life health and resources have long-term implications for a child's health and human capital outcomes. This paper examines whether a generous cash intervention early in life can "undo" some of the long-term disadvantage associated with poor health at birth. To conduct this analysis, we take advantage of new linkages between several large-scale administrative datasets to examine the short-, medium-, and long-term effects of providing low-income families with low birthweight infants support through the Supplemental Security Income (SSI) program. We examine a birthweight cutoff used to determine SSI eligibility at 1200 grams, and find that families of infants born just below this eligibility cutoff experience a large increase in cash benefits totaling about 19% of family income in the first three years of the infant's life. These cash benefits persist at lower amounts through age 10 for infants whose birthweight falls right below the cutoff. Eligible infants also experience a small but statistically significant increase in Medicaid enrollment during childhood. We examine whether this support affects health care use and mortality in infancy, educational performance in childhood, and adult human capital, earnings, public assistance use, and mortality using data in young adulthood for all infants born in California to low-income families whose birthweight puts them near the cutoff. Despite the comprehensive nature of this early life intervention, we detect no improvements in any of these outcomes, nor do we find improvements among the siblings of these infants who may have also benefited from the increase in family resources. These null effects persist across several subgroups and alternative model specifications.

We investigate the relationship between extreme temperature and residential mortgage default and prepayment outcomes using fine-scale weather and comprehensive loan performance data. We identify a significant high temperature-mortgage termination relation. Counties that are at high risk of sea-level rise display significantly higher rates of permanent default and prepayment in response to doses of high-temperature. Relocation test shows a higher out-migration rate for the prepaying homeowners who are treated with high-temperature. Altogether the evidence favors adaptive response to high-temperature that magnifies concern over climate change. We also provide evidence of homeowner overreaction and impulsive responses that result in temporary default. Our findings have direct monetary and bank regulatory policy implications.
