Abstract: It is well-known that health expenditures have special distributional characteristics which may lead Ordinary Least Square (OLS) estimates to be biased and inefficient. In this paper, we examine a variety of econometric approaches to model health care expenditures, using a rich dataset with over 280,000 insured individuals in China from 2006 to 2014. We find that: 1) OLS model has the same predictive power as other complicated estimating strategies; 2) The results of model’s predictive power are comparable when using between the Chinese data and the U.S. data; 3) Outpatient spending is much easier to predict than inpatient spending; 4) Large scale spending is under-estimated by the model. Our study is the first to use large sample data to predict health care spending in China.

石菊,北京大学经济学院助理教授,2013年毕业于波士顿大学,获经济学博士学位,2013-2014年为哈佛大学博士后研究员。研究领域为健康经济学和劳动经济学,研究兴趣侧重医疗保险和医疗改革政策评估。
