摘要:
We study how VAT invoice terms shape supplier choice and trading networks, combining a registry-based survey of 2,859 Chinese firms with administrative buyer–seller records. In a hypothetical transaction with equal pretax prices, 71.5 percent of general-taxpayer respondents prefer a 13-percent VAT invoice to a deductible 3-percent invoice, despite identical costs net of input-tax credits. This preference persists among respondents who correctly calculate both net costs, with larger input credits and procurement rules emerging as the leading stated reasons. In administrative data, firms transitioning from the small-scale to the standard VAT regime increase their purchase share from general taxpayers by approximately 19 percentage points and their sales share to general taxpayers by 10 percentage points, relative to firms remaining in the small-scale regime. Purchases increase within existing general-taxpayer supplier relationships, while the active network of general-taxpayer clients expands. Firms with extensive prior use of deductible invoices also increase sales within existing general-taxpayer client relationships. Together, these findings suggest that the perceived value of input-tax credits and procurement practices shape trading relationships and market access beyond what statutory creditability alone would predict.
