郑确，毕业于厦门大学，硕士学位。曾任中国太平洋财产保险股份有限公司电销中心深圳分中心总经理，中国太平洋财产保险股份有限公司厦门分公司党委书记、总经理。现任中国太平洋财产保险股份有限公司北京分公司党委书记、总经理。具有保险行业多年一线实践工作经验，熟悉保险业务前端销售展业、中端运营支持、后端理赔服务全链条业务流程。曾任厦门市人大代表，荣获国资委系统优秀共产党员、北京市西城区金融领军人才、中国保险鼎峰108将等多项荣誉称号。
摘要：
作为金融行业三驾马车之一，保险业是现代经济体系与社会治理体系的重要支柱。近年来，行业持续深耕保险本源，不断发挥经济减震器、社会稳定器核心功能，在灾害补偿、民生兜底、风险化解等领域筑牢安全防护网。伴随经济转型与数字化浪潮，保险的风险管理模式正在深刻变革：从传统出险后的被动赔付，转向事前预警、事中干预、事后补偿的全生命周期风险管理，大力推进风险减量服务；经营逻辑也由单一的产品经营，加速向以客户需求为中心的客户经营转型，从卖保单转变为提供一揽子风险保障综合解决方案。

摘要：
Insurance coverage improves medical affordability but risks inducing moral hazard. This net effect varies substantially by geography when medical provision is concentrated spatially. We develop a model where individuals choose between discipline or indulgence in unhealthy behaviors when facing uncertain health risk, and whether to pursue preventive care---which reveals risk but incurs travel costs. Unhealthy behaviors compound health risk and increase hospitalization probability. Insurance coverage of hospitalization induces spatially distinct effects: in high-access areas, it encourages preventive care and healthy behavior, lowering health risk; in low-access areas, it discourages preventive care, induces unhealthy choices, and raises health risk. We test these predictions using China's New Rural Cooperative Medical Scheme, which expanded rural coverage from near-zero to near-universal between 2003 and 2009. Using a triple-difference design with China Health and Nutrition Survey data, we find that insurance expansion slightly lowered hypertension prevalence in high-access villages but significantly raised it in low-access villages, widening the gap by 8.58 percentage points. This effect is driven almost entirely by undiagnosed cases in low-access areas. Moreover, relative to high-access villages, the insurance expansion reduced preventive care utilization by 9.04 percentage points and increased sedentary behaviors and unhealthy consumption in low-access areas. Our findings show that insurance expansion induces opposing spatial effects on health behaviors and widens regional disparities when medical resources are geographically concentrated. Policymakers should coordinate insurance expansion with geographic reach of care. Our simulation shows that equalizing rural geographic medical access to the urban level would reduce the hypertensive population by 11.6 million and save USD 2.1 billion in annual hypertension-related expenditure.

摘要：
This paper studies the private sector's response to place-based policies by investigating the extent to which these policies affect cross-regional flows of private investment. Leveraging the implementation of the Paired Assistance Program in China, which relied on signaling and coordination (rather than fiscal transfers or mandated approaches), we find an increase in the volume of private investment flowing from assisting cities to assisted cities. The underlying mechanism is the reduction of investment frictions, essentially leading to a better business environment. We also find evidence that the program's effects extend beyond the paired cities. To quantify the implications of the inter-regional investment flows, we map our estimates into a spatial equilibrium model with endogenous investment flows. Although we observe only a slight improvement in national welfare due to the program, we find that a better assignment of assisting and assisted city pairs would lead to a welfare gain more than three times larger than that of the actual assignment.
